Most rankings add elements into a single score. COTEE does the opposite: it sorts an ecosystem into three layers and reads them conditionally. Deliberate support is a multiplier only where rules are enforced — and close to inert where they are not.

Formal institutions and culture. The soil decides whether contents yield anything.
Incubators, agencies, programs. A multiplier where rules bind; an overlay risk where they do not.
Where rules bind, deliberate apparatus more than doubles predicted new-firm entry (7.48 vs 3.16). Where they do not, it adds almost nothing (1.37 vs 1.53). That conditionality — not a leaderboard — is what guides where to act first.
