Everything you need to understand an ecosystem.

Live Atlas

Interactive map of every actor we track. Filter by country, type, capability layer. Free public access.

Rankings

Top 10 ecosystems by network density, OSE Quality Score, capability diversity. Updated weekly.

Country Diagnostics

SWOT, gap analysis, health dashboard, structural indicators. Per country, with longitudinal trends.

Network Analysis

See who works with whom. Centrality, communities (Louvain), modularity, robustness.

Cross-continental insights

Compare continents, regions and countries side by side — OSE quality crossed with World Bank macro data. Panorama, scatter, radar, cartography.

Compare countries

Side-by-side benchmarking on 14 quality indicators across 5 layers + WorldBank macro context, with a scoped country radar.

Capabilities Radar (VVIP)

Strategic 8-axes radar with statistical baselines (z-score, percentile, OSE×WB correlations).

COTEE framework

Cultivated Order Theory of Entrepreneurial Ecosystems: Seed (contents), Soil (rule enforcement), Gardener (apparatus). See where deliberate support actually multiplies venture creation — and where it stays inert.

Gender & inclusion

Women's inclusion across the ecosystem — an AGI-aligned index (economic, social, representation) crossed with women-focused support supply. Built for UNECA / AfDB-grade reporting.

AEEI × Stam's 10 elements

The Africa Entrepreneurial Ecosystem Index — 54 countries scored on Stam's ten elements — interfaced live and re-read through COTEE's layers, on every country profile and in the framework.

Policy-maker reading

A conditional, never-summed reading: the cultivation interaction (apparatus × enforcement), a 2×2 action matrix, targeted recommendations and the overlay-gradient hypothesis (H1–H5).

The science inside · new

The COTEE framework — soil before seed.

Most rankings add elements into a single score. COTEE does the opposite: it sorts an ecosystem into three layers and reads them conditionally. Deliberate support is a multiplier only where rules are enforced — and close to inert where they are not.

Seed
Contents

Finance, talent, knowledge. Necessary — never sufficient on their own.

Soil
Rule enforcement

Formal institutions and culture. The soil decides whether contents yield anything.

Gardener
Apparatus

Incubators, agencies, programs. A multiplier where rules bind; an overlay risk where they do not.

Where rules bind, deliberate apparatus more than doubles predicted new-firm entry (7.48 vs 3.16). Where they do not, it adds almost nothing (1.37 vs 1.53). That conditionality — not a leaderboard — is what guides where to act first.

Peer-reviewed: “The Seed, the Soil and the Gardener” (Guéneau). AEEI elements (Stam & van de Ven, 2021) are the measured inputs.
